Bulgarian Small and Medium Enterprises Promotion Agency (BSMEPA)

The Bulgarian Small and Medium Enterprises Promotion Agency (BSMEPA) is a government body under the Minister of Economy and Energy.

It is a successor of the Agency for Small and Medium-sized Enterprises (ASME) and the Bulgarian Trade Promotion Agency (BTPA).

The mission of BSMEPA is:

  • The implementation and coordination of measures and programmes for business support promotion;
  • SMEs business development support;
  • Business environment improvement and preparation of entrepreneurs for meeting the EU requirements.

The BSMEPA`s services are designed to meet the broad needs of Bulgarian business, which ranges from start-ups to well-established at domestic and foreign markets companies.

The BSMEPA activities are structured in the following main areas:

Information, Consulting and Training

For the start-up, development and internationalisation of SMEs the agency is providing for free:

  • Economic and market information (foreign trade regime, regulations, investment policies, etc.);
  • Product and country surveys;
  • Reply to foreign companies inquiries;
  • International tenders information;
  • Foreign business partners - importers, distributors, manufacturers, etc.;
  • Match-making services for SMEs;
  • Online access to specialized every day economic news;
  • Access to the Bulgarian companies data base;
  • E-Business Center, providing opportunities to find potential business partners;
  • Analyses of the domestic and global business environment development;
  • Evaluation of opportunities and threats for a better performance of the Bulgarian SMEs and for expanding their export on international markets;
  • Information about taxation, current legislative changes, currency regimes, credit policies of the banks, participation in privatization, announced concessions, public procurements, etc.;
  • Consulting on marketing, finance, law, planning & management, human resources development, innovations, export promotion, quality improvement and environment protection;
  • Access facilitation to external sources of financing (banks, capital market, venture capital funds, leasing) and favorable tax system creation;
  • Entrepreneurial skills and staff training.

Competitiveness and entrepreneurial skills development

The BSMEPA efforts are focused on the SMEs competitiveness improvement through:

  • Government SME Export Promotion Programmes - business missions, delegations, seminars, economic forums, etc.;
  • Organization of national participations in specialized and general trade fairs and exhibitions;
  • SMEs development projects and programmes elaboration and implementation;
  • Promotional and information materials (Directory of exporting Bulgarian companies, Export Marketing Guide for SMEs in the food processing sector, Export Marketing Guide for trainers, Wine Export Guide, etc.);
  • SMEs assistance for applying the "Hazard Analysis and Critical Control Points" (HACCP) system;
  • Providing support to SMEs for participating in EU programmes;
  • Strengthening the public-private partnership.

International Cooperation

Co-operation with more than 100 partnership organizations incl. trade promotion organizations, such as the Organization for Economic Co-operation and Development (OECD), the Central European Initiative (CEI), the International Trade Center with UNCTAD, World Trade Organization.

Technological Development and Innovations

A core mechanism for building up a modern and competitive industry is the increasing of investments for R&D and innovations. According to the National Innovation Strategy the financial instrument for its implementation is the National Innovation Fund. The Fund is supporting innovation projects with potential economic impact in the country. The projects have to be proposed by companies and developed in mutual co-operation with scientific bodies. Beneficiaries are all prospective, innovative, export oriented industrial companies aiming at introduction of new technologies and products, thus expanding their markets.

Pre-accession Programmes and Intermediate Body for Structural Funds Management

Working on the Implementation of Pre-accession Programmes and Projects the Agency is in charge of the technical implementation of the projects under the PHARE Programme of the European Union which are focused on the Increasing of the Competitiveness of the Bulgarian Enterprises.

The Agency is in process of capacity building to function as an Intermediate Body under the Operational Programme "Development of the Competitiveness of the Bulgarian Economy" under the EU Structural Funds.
